I think we all knew this was coming: County will now be using aerial photography to levy taxes on undocumented structures.

Safe bet any additional revenue will just disappear into the budget while County maintains that they "don't have money" to pave your "privately-maintained public roads", and you'll be getting more flyovers to ensure compliance.
I wonder what the police were "already" doing with the aerial photography...

They have been using this technology for a while now, since last year they have been upgrading & updating their system
Taxing based on imaging was on punaweb over a year ago....:

and UH has been working on ground-truth proofing the imaging for tax status for a few years now.... good practice for the GIS students!

Right now most of the effort is on large tax potential structure (mansions on ranchland & resorts on AG) along with questionable structures (large partially buried bunkers & such)
Very few have had much done yet, but the landowner is required to pay taxes (w/o exemptions) & past taxes (based on imaging) & penalties on the non-permitted structure... & new construction permit are based on removal or as-built permitting of the structure + penalties,,,
unless illegal growing is done, then forfeiture is an option...
of course, if you are asking what can happen to YOU if your neighbors structure comes under question...well, that would totally depend on your interaction with your neighbor & your neighbors suspicions...

When the slumlord on the street behind us was reported because he had pulled a permit for a less than 600 ft studio and a carport which then morphed into 4 separate households on a lot zoned for single family residence, the building department gave him step by step instructions on how to comply with the letter of the law while evading the intent. He pulled the 3 extra kitchens until after the inspection, claimed they were all "bedrooms" and then after inspection he replaced the kitchens and has continued business as before. I know this because he bragged about it to me when I ran into him in a local restaurant. I don't know what, if anything, was done about the cesspool that was built for a 1 bathroom studio, and now has 4 houses on it, but the county did not have any interest in actually saving our neighborhood from what is a tropical version of a low rent trailer park built right on 3 of the property lines.
The kind of tenants he gets for these jungle shacks are not anyone he would want living next to him in his neighborhood in Kona. But as he said "nobody gives a sh*t, it is only Puna."
From this fiasco I would say that personal experiences will vary when it comes to enforcement of the zoning and building codes, If the inspectors don't care nothing real will happen, if they do care you may get some satisfaction.

In Vacationland someone called the EPA about all the illegal duplexes on cesspools.The have all now been converted to permitted septic systems.
