You say "squatting". so I assume it's not with the permission of the land owner. Have you contacted them? I know it's a slower route, especially if you have to use snail mail, but they are ultimately responsible for what is happening on their property...

I intend to do that tomorrow. But hoping to learn who I might call locally...health dept? Drugs, so police?

I seem to recall reading an article in the Hilo paper not long ago about squatters. If memory serves they were squatting in a house owned by someone in the PA office. Might be a good place to start.
