We just had to pay AGAIN for a plumbing permit as our plumber is missing or? Is this normal/right to have to pay again (not sure what's going to happen w/our electrical as we heard he left the Island since we paid on that permit?!)? Also, do permits have an "expiration date" (our build has been quite slow)? Thanks for your replies!

Short answer: plumbing permit expires after 4 months, new permit is half-price if reissued within a year; opinion: this is nowhere near enough time for Puna.
PLUMBING
17-18(e) Expiration.
Every permit issued by the administrative authority under the provisions of this code shall expire by limitation and become null and void, if the work authorized by such permit is not commenced within one hundred twenty days from the date of issuance, or if the work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of one hundred twenty days; provided, however, that a permit issued for work on construction having a valid building permit, shall expire only when such building permit expires.
Where a permit expires, before work can be recommenced, a new permit shall be obtained, and the fee shall be one-half the amount required for a new permit, provided no changes have been made or will be made to the original plans and specifications of such work; and provided, further, that the suspension or abandonment has not exceeded one year.
