Grade 2 lumbar

Just got a load of 2x4 lumber delivered, it is stamped 2 grade and grn wood? It feels pretty wet and heavy. Is this ok for outdoor deck railing use?

I plan on sanding, priming and painting it, but will store it in the garage and see if it dries out some.
