A recent book:
Rain: A Natural and Cultural History Hardcover – April 21, 2015 by Cynthia Barnett Has a chapter or two on the history and current technology of rainmakers. It's an interesting read if you want to find out what they really do. If you happen to believe in contrails as weather control though, you'll be sorely disappointed.

They might have developed a weather modification machine and left it turned on. It is my observation that the weather changes about every 15 minutes in Hawaii and that can't be natural.

If that's the case, let's hope they're running it on geothermal power. I'd be pretty upset if that contraption is running 24/7 with fossil fuels as it's power source.
