A google search of the local phone number brings up numerous listings for a bed and breakfast.

Hawaii county requires a permit plus meeting regulations

I have heard that these "regulations" include: you must have a certified commercial kitchen to prepare breakfast for guests, and you're not allowed to share that kitchen (eg, you must have another "non-commercial" kitchen for your "personal" food preparation).

Make the process difficult/expensive enough and it's no wonder people will try to "get away with" what they can.

Pahoated: I don't believe it's "under the table" - it's been going for years and is booked, as I said, thru booking.com. It's not a jungalo, and a simple google search reveals the true, not generic, address:14 Pakalana Rd, Pâhoa, HI 96778

As for ho'oponopono classes, the owner had a trained elder (woman)on the island lead them when these retreats were offered.
Your cynicism, in this case, seems misplaced - it's probably better, on a public forum,to learn the facts first. Otherwise the owner or her establishment gets demeaned unfairly.
That being said, it might not be open at this time.
