Gabbard's strange move re: public info

Our U.S. Rep. Tulsi Gabbard, widely known for currently campaigning for the U.S. Vice Presidency, recently sent this message ... comments????

Wednesday, February 17:
8:30 a.m. Meet with Hawai#699;i Island State Legislators to discuss dengue fever outbreak response efforts and Zika virus prevention.
Note: Closed to press
Thursday, February 18:
10:00 a.m. Host a roundtable with national and Hawai#699;i academic experts on elimination and prevention of dengue fever and protection from the Zika virus at the University of Hawai#699;i John A. Burns School of Medicine.

It does seem unusual to close these meetings to reporters, especially since it affects the entire population of Hawaii.
What could be gained by keeping the discussion private? Even if they're brainstorming sessions to present any and all ideas, I'd like to know the options that are available.

Might have better participation from the general public if the press isn't there. Sounds fine to me.

It would promote a freer exchange of ideas if the press wasn't there taking names, photos, etc.

The public isn't invited either.It's an informal roundtable,so what's the problem.
She is a US Rep and she is talking with Hawaii legislature members and then professionals.

This link also shows a previous meeting with the county, I don't see the press or the public at that meeting either:

I could see how you may have a point there as far as the participants are concerned, leilanidude. Can't see the connection to promoting better participation from the general public though.

Tulsi Gabbard has already challenged the Democratic machine politicians and bureaucrats on this issue publicly. I'm sure they now find anything she does to somehow be offensive. Many of us like an elected Hawaii politician who thinks outside the party bosses' box. Good for her if she can get some independent thinking on this critical subject started in a calm and thoughtful atmosphere.
