My daughter who is "independently minded" got into a situation in Hilo where she is living on a property ( half acre in size) with 9 other people.
There is a house, and some kind of outbuilding... most of them live in the outbuilding...with no running water, no toilet etc.. yet he is collecting rent from them..( they are house guest, according to him) some of these people are on disability..( he seems to prey on that type)...and he controls their money... as a condition of living there..
..My question.. how do I shut this operation down.

This happened in Honolulu. It seems to be similar in some ways. There is a "resource" in the form of vulnerable people that will always be tempting to exploit, tempting at least for predatory types. I don't know what the repercussions were for the exploiter in this case. It seems like mother nature/karma was responsible for shutting that particular operation down. Maybe by researching it you can get some ideas.

With some of these people reportedly being disabled, this may fall under 'abuse of vulnerable adults.' I encourage you to discuss this with APS in Hilo. You can call them at (808) 933-8820. You may may remain anonymous, and are immune from liability for making the report. There is more information available on their website.

Thank you T.S.. yet another option.
I was looking at the tax map the other day and found out that the property is in someone else's name..he's trying to cover his tracks.. but with the texts we have from my daughter.. over the last year or two ... we have a pretty good profile of the guy..

Sounds like air travel these days. Planes are big flying nuthouses, basically. Why isn't your daughter living with you?
