The Hawaii Department of Ag is accepting applications for grants:

... to support projects that could provide the highest measurable benefits or return-on-investment to the specialty crop segment in Hawaii. To be eligible for a grant, projects must solely enhance the competitiveness of Hawaii grown specialty crops in either the domestic or foreign markets. Preference will be given to ... specialty crops... and organic operations for Hawaii specialty crop farmers.

Specialty crops? Foreign markets? Ok I give up, which political machine is trying to discourage farmers from growing staple crops for feeding their neighbors and community? What happened to promoting local food security?

Apparently someone's friend already has a business that fits this schema and got the HDOA to fund it with a grant. The announcement is just necessary because reasons. It's not actually intended to ellicit applications - the receiving operation is already chosen.
