Harry Kim comments with Mileka Dudley

Among Mayor Kim's comments were:
"No one knew this could happen, or they knew the risks" (paraphrase a verbal comment).
This in reference to the development of subdivisions in lower Puna.
Then:
"We will not permit any building in lava zone 1"

I make no comments on Mayor Kim's statements, which were made to
Mileka Dudley (Hawaii News Now) within the last day.
Just wondering what others think about the implications.

Disingenuous. Developers and politicians knew very well they were selling lavalands to peddle a Hawaiian dream. This is no problem as long as it is, if not disclosed, cheap and no one actually really intended to move here from Sacramento or wherever. There are plenty of "paper subdivisions." When I worked in planning, from time to time, people 1000's of miles away would call asking about dead uncle Arthurs title to "Green Hills". "Well, before you can build (on 30% grade), you need to punch a 30' wide road six miles in, bring electric, sewage (5000sq ft is too small for septic)....."
It had been a conversation piece for generations. While that may well be duping (or thievery) when building is permitted, taxed and the value inevitabley increases, it is more a govt -sponsored pyramid scheme.

They (NOT WE) will not issue permits in LZ1? Fine, then no enforcement or property tax either. Seems fair to me.

Especailly when government steps in to create insurance so that banks will provide financing...

Given that a relocation program is being established to permanently relocate people out of lava zone 1 & that some roads will not be reestablished, the county is taking steps to unwind its involvement with the populating of the speculative subdivisions and other residential lots in LZ1 (Ala'ili, Leilani Estates, Lanipuna, along 132 such as Noni Farms, Royal Gardens, Kalapana Gardens, as well as parts of HOVE in Ka'u)

Most likely, Kapaho Beach Lots and Vacationland will also be considered lava zone 1 now (as was done after the flows into Royal Gardens and Kalapana which were mapped as lava zone 2)

AFAIK, the lava zone map was last changed in 1994 and Kalapana and Royal Gardens remain LZ2.
