Suggestions for County Council re: Puna

council members can start by;

1. Rolling back all Raises of County employees (up to 35% increase for some) to 2016/2017 levels.

2. Cease ALL studies/consulting contracts for all projects involving Puna around to Kona until further notice.

Rolling back all Raises of County employees

Beyond their authority -- raises were negotiated by the unions, at the State level.

County could have some layoffs to compensate -- except that anyone laid off has "bumping rights" to continue earning their current (recently raised) salary while holding any other position, and they're automatically considered for any open position ahead of new applicants.

Brilliant, except for the part where everyone else is forced to pay for it.

Could the county offer the type of early retirement packages corporate America has been doing for years? Offer employees a combination of additional years of service and/or age to qualify them for for pensions, and then eliminate the newly vacant position? There would need to be some sort of factor that would limit the number of employees eligible, however. At my former employer, 30% of management retired on the same day due to an overly generous offer - but then, after a month or two of dust settling, equilibrium was reestablished and the CEO noted "For every person who left that we didn't want to leave, there were 5 who left who we did want to leave." It should also be noted that one year after "Black Friday,"(as the mass retirement day was called), the HR Director who though he had devised the appropriate incentive package for the early retirement offer left "to pursue other interests" (the primary "other interest" in the minds of many being removing the boot from his behind...).

At the very least the county council members should rollback their salary increases, which as I recall they voted for themselves, as a show of solidarity with their people. The amount of dollars is minimal when stacked up against the money needed for this event but it would be a great gesture...personal opinion of course

btw, what happen to the Rainy Day Fund? You know, just in case we have a disaster?

Read somewhere that they're reluctant to dip into that money, because then we might not be prepared for a disaster.

Rainy day fund? I almost fell out of my chair. When talking about the government, there is no such thing as a rainy day fund. The government is notorious for spending more money than what is taken in and that doesn’t include the millions of dollars in waste. People have way too much faith in government.

Curious, are teachers included in as county employees? What about police officers? Both seem to be in very short supply on the BI.
