There will be a hearing on Tuesday, Aug. 7th at 9:15 am to 10:15 am at the Council Chambers. Testimony can also be provided at remote locations such as the Pahoa Council Dist. 4 office in Pahoa. At a minimum if you email the County Clerk your position will be delivered to the hearing.
Bill 160 is to edit the Ethics Code to require county employees to be "truthful" in communications with the public. At the previous hearing the word "truthful" was deemed difficult for a couple council members. So this hearing is to change "truthful" to "accurate and factual information".
Currently there is nothing in the Ethics Code which requires county employees to be truthful or factual so if you feel you have been misled or lied to there is no basis for an ethics complaint. This would change that.
I would encourage each of you to consider testifying in support of this bill. Testimony can also be submitted in writing. Council member email addresses are below. Subject line "in support of" or "in opposition to" Bill 160. Testimony can be as simple as "I support Bill 160".

Please see below proposed amendments to Bill No.160. The proposed amendments are shown in Ramseyer format with respect to the contents of Bill No. 160; material to be deleted is bracketed and stricken and material to be added is underscored.
For illustrative purposes, a copy of the draft of this bill that would result if these proposed amendments are adopted, is attached with the amendments incorporated therein.
1. Bill No. 160, SECTION 1, relating to the purpose of this ordinance, would be amended to read as follows:
“SECTION 1. The purpose of this ordinance is to add language to specify that in the course of discharging their duties, County officers and employees[while discharging their duties and dealing with the public, are expected to be truthful.] shall provide accurate and factual information to the public.”
2. Bill No. 160, SECTION 2, amending chapter 2, article 15, section 2-82 of the Hawai`i County Code1983 (2016 Edition, as amended), would be amended by deleting the proposed new definition, and renumbering SECTIONS 3, 4, and 5 accordingly.
