Luquin's "very close" to opening

Nobody will actually say exactly "why" it took an extra year.

"The new location allows something like 60 people," said Kirstin Heid, who co-manages the restaurant with Luquin. "So we don't want to announce a date and get like 500 people, or even 100 people in line."

That's OK, we didn't really want customers anyway.

Do you suppose the eruption had anything to do with it ?

See above: "hoped to open ... by 2017 holidays". If the permits had been pulled a year earlier, then put on hold because of the eruption, then yes, the eruption would be to blame for the delay.

I'm just trying to understand how it takes so long to open a business in an existing building with proper zoning. No SUP was required, no upzoning, no State Land Use boundary adjustment, no construction. The building already included a certified kitchen at one point, and was built recently enough that it should already have been completely compliant (or nearly so) with current code requirements.

Lehua's had no problem operating after KFC left; it didn't take them years to open.

Lucy's managed to refit an existing restaurant in a couple of months, so it's definitely possible for permits to be issued in a reasonable timeframe.

We're supposed to "keep our money on the island" by frequenting "local" business, yet only the big corporate name brands can afford to pay rent for a year or two while waiting for permits to be issued. Meanwhile, County keeps telling us there's no money, even as they arbitrarily constrain our tax base by refusing to allow businesses to serve the public. Luquin's is just the latest poster child.

And yet, it’s effectively as if an invisible border wall had been placed around the perimeter of the property, preventing people from enjoying the delicious food (and beverages!) of another nation.

The simplest explanation is usually the right one. In this case, people could not get to the Star Visitor Sanctuary in Kalapana during the eruption, so it was temporarily relocated to the new Luquin's building. The county permit process was just a smokescreen. Did anyone really believe it took a year to draft, install, and final a urinal? Preposterous!

I just love the yummy irony of someone using that phrase to describe a frequent critic of our county government. It was first uttered publicly by Spiro T. Agnew. Remember him? He was Nixon's Vice President who resigned in disgrace and pleaded guilty to fraud and tax evasion in relation to a Baltimore County, Maryland contracting scandal. Yes, a county government scandal! You can't make this up.

And to bluesboy, it's everyone's business when we have a local government so inept it takes a year to get a urinal permitted. I'd love to hear what Sal Luquin has to say privately about the county, as he's obviously way too smart to say what he really thinks to the newspaper. And Luquin's situation is just the tip of the incompetence, nepotism, laziness, and outright corruption iceberg in county government. Maybe when the Federal prosecutors finish with the Honolulu Police Chief and Prosecutor's office, they can come over here and take a look around.
