Where do the funds go?
#1
Discussion under way about whether Puna gets funds to replace infrastructure... I wonder if Kona side will ask the same questions if/when lava overruns some of their roads.

Lower puna is the new ocean view. It is what it is.

I think that is a presumption that would be near impossible to shake as long at the demographics support it.

If any funds are allocated to anything but Puna - the state/feds should do a claw-back and take the money back from the county. Any use of funds for lava recovery, other than in Puna, is simply theft.

Leilanidude - agreed!

When I spoke with a FEMA rep back at the disaster center I asked if there was typically oversight as to how the funds would be spent. He told me yes, often times FEMA does knock on the door and ask for accountability, especially if there seems to be a good reason to do so.

FEMA came here in '90 and gave all those displaced in Kalapana $ but told county/state they weren't coming back for a repeat if they did not codify restrictions so as to minimize future development in hazard zones. County/state did nothing more than encourage more people to build in harms way and FEMA still came back with more handouts...

By using FEMA funds for Oahu rail, we will create jobs for the dislocated Puna residents! They are already homeless, now they can be homeless and employed in Oahu!
