Well, whether he "fondly" remembers it or not, the TMT only decided on Mauna Kea as their preferred location in 2009, after Jacobson had left the council.

Perhaps Bob Jacobson’s ability to time travel has impacted memories he has of various events in the space-time continuum, which resulted from journeys into the future, the past, and perhaps even deep into the minds of TMT officials so he can now recall incidents exactly the way he wished they had happened.
It’s hard work, but admittedly we have voted in worse.

Or TMT followed usual procedures and made presentations to the council in 2008 or before and council made a decision in 2009!
Even though Mauna Kea is not high enough in this climate to have one, things do move at a glacial pace here.

Tom, the FEIS was drafted in 2009, however, within the documents, you can find that there was community involvement in this process PRIOR to the FEIS drafting (Vol 3 xviii) and there was community involvement even preceding the formation of the FEIS, as new construction potential was a part of the planning for the Comprehensive Management Plan starting in 2006 & the community outreach with that (I was at a few of those meetings, as my mentor felt it would be good for my watershed studies).
I wish I could say I remember everyone at every meeting, but cannot help you on your search for who Bob is.

Have to chuckle abit, as looking into the Punaweb "way-back" search finds the first post from {drum roll, please} yup, 2008 - gotta say, even when that was posted, it was like "old news" for me, so much so, I didn`t even give it a second thought!

If anyone finds a quote within those documents that contain earlier community involvement, and references the comment by Bob Jacobson in his letter to the editor, please post or link:
