recovery strategy

https://www.hawaiitribune-herald.com/201...t-meeting/

The Disaster Recovery Task Force will provide valuable input to the county’s recovery leadership on strategies and policies that will help create a stronger more resilient future for Puna...

The "protectors" have managed to get full cooperation from State, County, DHHL, and OHA; this took just a few months of "direct action", rather than wasting a year with "studies" and "speakout sessions" and "task forces".

Maybe we're doing it wrong?

I like the Hawaii Tribune Herald headline:

Plotting the road to recovery

Not planning, but plotting. Which sounds about right.
