The vehicle, a Honda sedan, was spray-painted black, had a broken windshield, no front license plate, and had an expired safety check and weight tax, according to a press release from HPD.

Suspecting that the vehicle might possibly be stolen, authorities stated the two officers investigated further....

Meth was found in the car, so tweaking was no doubt part of the picture. The way these things have gone the past few years, I'm somewhat surprised that this idiot loser didn't get himself and/or his female passenger killed.

After watching the video, the officer in the back should have shot them. Period. He had every justifiable reason to do so.

Sometimes with passengers on a plane.
Sometimes with FedEx or UPS.

(I shipped freight for many years.  Inspections are minimal and random.  In the 1990's Kahului airport walked a beagle through the terminal wearing either a US Customs or USDA jacket (I can't remember which).  A customs agent told me, "It's a fruit dog, not a drug dog.  It can only sniff out fruit, but people think it's a drug dog, so it's effective as a drug smuggling deterrent as well.  We don't have the money for both a fruit sniffing dog AND a drug sniffing dog." 

Hilo does have a drug sniffing dog.  I once watched officers set up a training course with various size, dimension, color, boxes along a corridor - - the dog had to pick out the one with drugs in it.  Without getting distracted. Unlike the drug users if a shipment gets through.)

However it gets here, once these morons suck it up it's Zombie Apocolypse in Puna time.  One LEO who was interviewed said that the wahine yanked the tazer probes out of Mr. Kapika-Overturf's body so the officer had to taze him a second time.
