What is this strange summer long camping out at Hilo's beach parks? Interesting?

it's a tradition, the hawaiians (are allowed to??) camp down there(on their own land) from memorial day to labor day.

Ahhh, we saw that while cruisig yesterday. Didn't notice it last season. It's a hoot.


Can anyone do it or is this another example of (dare I say it) racist policy? Hawaiian's only?
