John, what road is this and would someone on the eastside be effected with it not being pushed through?

This road was supposed to alleviate the traffic congestion in mauka Kona during peak times in the morning and afternoon. But due to the Kelly case and the Coupe's, it sits partially completed. (There only needs 2.07 miles to be built, of which 1,500 feet would've been condemned from the Coupe's).

Since there is plethora of people who live in Ka'u and work up in Kona, the traffic congestion in mauka Kona is a direct result of these commuters. Now since its likely the road will never be finished, we'll be stuck in traffic hell for eternity.

There was no winner or loser. The HSC simply established the legal procedures that fill in some blanks. It means the government and landowner will need to go back to the lower court for that court to rule on some issues based on the HSC's guidance on what things mean, when and how. Both sides can claim victory because both got something that they believe will enable them to win in the circuit court. The circuit court will end up deciding the winner or loser based on the HSC's ruling on some issues.
