Rob Tucker's PMAR Proposal
#1
I live on 11th Ave in a beautiful brand new house in HPP and am against Rob Tucker's proposal for the Puna Makai Alternate Route, which would take 125 feet off the backs of all the properties between 10th and 11th, 251 properties in total. This is a crazy proposal and anyone that lives in the affected area should express your opposition to it. I'm sure if Rob Tucker lived in this area he would be against it. There should be as little condemnation of private property as possible for this road. Thank You....

i think whenever, where ever the need to take property from private homeowners arises things need to be carefully thought out. it does appear that this road was carefully thought out for the minimum impact. however.... in michaels case it is certainly going to impact him. i would hope that people who didnt want to stay on a parkway would be "bought out" and fully compensated. not assume they will "like it". they wont. the speed limit and restrictions would very soon be a joke like the rest of the roads on hawaii. the county took over one road in our little subdivision and did a nice paving job. the 25mph speed limit on that road now averages 60. the little bridge with a 6000pound limit now carries trucks of gravel, cement mixers, containers etc. and 3 times the bridge has gone, stranding us homeowners until the county fixed it. but,,, hwy 130 is a mess, the people have spoken they want something else and someone else is going to pay for this progress. i dont know what the answer is michael, i too would hate to lose my home, but you might want to leave with a freeway in your back yard...

Michael, do you have an alternative? Won't it always affect somebody?
There's plenty of room and empty lots in HPP. If you get fair market value then would it be so bad to move one or two streets up or down?

Michael, I can understand your feelings and also can relate to the possibility of being "stuck" in lower Puna if there is no alternate route out.

Having said that, I'm sure we've all had the pleasure of the Keaau traffic jam. We do it every weekday. The only thing that makes it bearable is that we have each other to talk to and some good music.

Some relief would be welcome.

Why dont they just pave one of( or several of )the existing cross streets- bing done no problem, instead of getting into 100 ugly eminent domain cases, the one on the west side has been going on close to a decade and may end up in Supreme Court.
the plans for a pmar that come out of public works always have some way to try to not let hpp residents use the road( like running the road thru lots and gating it )
Railroad is like 4 lanes wide on the hilo side till it stops at shipman. Run it to shower drive- pave shower from 130 to the pmar, they are allready going to put a lite at 130 and shower.pave several cross road to disperse the load.then pave the old railroad and or old goverment beach rd. from makuu to Hawaiian beaches

A route using an existing HPP road has the same number of eminent domain issues. The right of way is too narrow for minimum county standards so you would need to take from the front of those lots. Plus you would have to deal with access during construction and regrading of numerous driveways. Then you have the issue of accidents because of driveway traffic (turning in and out) and a through route.

There is no Railroad Ave. easement though Shipman land and the Shipman outfit has strong objections to a roadway transversing their agricultural lands (potential theft). Their makai lands are of lesser AG value.

But it is good to be thinking of the issues and looking for solutions.

the right of way width is a created problem they did it to screw hpp. is there and inventory of existing county county road what are the widths. check the rest of the country. in the east the average is 36ft each side of the center line for 2 lane roads.
The Standard can be changed like any other county code
and hppoa would probably give the right of way to the county if their going to maintain it.
So forget about the old railroad bed, the road must connect some place in hilo. and shipman own everything in between if their not going to let it thru it's a waste of time making any plans.
on the hpp side just run Shower down to wherever it ends up

and they cant Force there way across HPP because it's got to cross hpp roads which are 1/8800 share. thats 8800 emanate domain cases
