When are the planting seasons in lower Puna?

And are there any laws governing beekeeping here?

I keep the vegetable garden going year round, some things seem to grow a little slower with less daylight.

I think there was a 15 mile quarantine zone implemented around Hilo bay for bees. Not sure if it is a law or a recommendation.
