HELP!! Any suggestions as to what we can do about a dog that barks for hours on end, usually thru the night??? We've called Humane Society, cops, and left owner notes because it's hard to tell when he is around.

There is a law against a constance barking dog. The police don't like to do it but if you make enough of a fuss they have to come. It is something about if the dog barks for a certin few minutes non stop they can site the owner with a violation.

obie is correct. there is a law, but no one will enforce it. we are lucky in our neighborhood is a guy with 6 dogs in cages and on short chains. he doesnt live here, he lives 30 miles away. his dogs bark 24/7. humane society says police, police say humane society. once after 11 neighbors joined together and complained, the police did come out. looked around and said "nobody lives here" duhhhhhh yep. what you wan' us to do??? they said there is no law that says you have to live at the same address as your dogs. about 4 years ago someone got irate, slaughtered the dogs and hung them on the fence. it was horrid. next week a new batch was stationed around and a bigger chain on the gate. next came the pigs. i hate pig slaughter day, when the guy comes out and kills the pigs. the noise just turns my stomach... now mind you, these are 8000 sq ft lots, not acres, not woods.. but this is a "local" boy and we are in year 6 since he came here.

As Chairman of the HPP Neighborhood Watch, I have had this and other nuissance issues brought up in meetings with our Community Policing Officer. According to him, the best way to get results from the Police is to consistently keep reporting the problem each and every time it occurs until something is done about it. They are required to make a record of all calls, and he says that at some point it will get noticed and some action should result. And yes, there is a formula for barking over time that gets a citation.

If you have called the police and haven't gotten any help, call the police again during regular business hours and ask for the Chief. You likely won't get him, but it should get you up the rank ladder a fair ways. Insist on speaking with a Capt. or above. When you get someone of sufficient rank, you need to point out that several calls have been made and all you have received to date is inaction.

not to sound redundant, but that's what dogs do,...right? I don't wanna here the excessive barkig non-sense either! My property isn't fenced in. So I have three dogs that are outside constantly patrolling the premises,and with it comes plenty of barking too. But again, that's what dogs do.
You'll wanna avoid confrontation with your local neighbors at all cost! Complaining about their dogs will surely bring hell down on your life in Hawaii. 8 outta ten times this is where new residents have problems..with their local neighbors. In the end they are usually run off by their crazy minded neighbors. Is that what you want? Hearring a dog bark is a small price to pay to live in paradise if you ask me. Same goes with the Croqi frogs too!

The live-and-let-bark mentality in Hawaii is contempt for neighbors masquerading as culture. Any human activity that destroys the quiet enjoyment of your property is a nuisance and is illegal. Of course, enforcement is problematic. However, in the meantime we can avoid giving irresponsible pet owners a pass. It is hard to think of anything more irresponsible than housing your dogs on a property where no one lives. It is inhumane, by any civilized standard of humanity. The Bible instructs that we are the stewards of other living creatures. It also tells us we are to love our neighbor as ourselves. If you follow those two rules, you will tell your dogs to shut up.
Allowing your dogs to bark to the point where they disturb the peace of the neighbors is a hostile act that rightly brings the condemnation of neighbors. Dogs can --and should be-- controlled. If they are not, they can do more than constitute a nuisance. They can also endanger themselves, people and other dogs.
Because I have respect for my neighbors, because I want to protect my dogs and because I believe you should do unto others as you would have them do unto you, I would never house my dogs at a distant location, never allow my dogs to playfully chase pigs on the edge of the forest (and then wonder where they could be), I would never allow my dogs to bark at night unless there was someone on the property, I would not permit them to roam free and if my neighbor asked for some cooperation on any of these issues, I would provide it.

Chaining, not caring, fencing or controlling your dog is cruel (to the dog) and antisocial (to humans) behavior.
The reason dogs do well with people is that they are pack animals and have been domesticated to live with us. Excluding them from the social order at the home is not doing justice to the animal.
The reason they bark is mostly fear driven by the way, think about that as they slowly go nuts on the end of a chain ,,,, at the end stages I have seen many go "agro" due to neglect, they just go nuts.
Not providing interaction, leadership, proper care and direction to the animal shortchanging it and the owner. (start with weekly bath and trim for starters - they do like to be clean)
Watch how a person treats their dog, it will speak volumes about their humanity or lack there of

On the other side of the equation we have neighbors who do a lot of yelling, fighting, and banging around at all hours and then yell at our dogs when they respond to the noise by barking; not nonstop barking, just raising the alarm that something is going on type of barking. How can people who basically stand at the fence line yelling and cursing at the top of their lungs and then complain when the dogs on the other side of the fence respond? My dogs respond to raised voices, cars that stop in front of our house, and anyone on foot who approaches our gate. When those things stop or move on, or once the dogs know I am aware of what is happening, they stop barking.
When I was laid up with my broken ankle, the dogs didn't remember I was home, I was amazed at how little noise they made. At night I bring them in so they don't join the night time canine chorus which goes off every time a pig cruises down our road from the forest reserve, other neighbors don't and you can follow the progress of the pigs down the road by following the barking. The reality is that the most common Puna security system is canine. One of our dogs is a rescue dog who spent the first 18 months of her life on a 6 foot chain guarding a storage shed at Hapuna with little human contact or food; she was rescued by the people feeding the cat colony there when her owner was preparing to shoot her because he didn't need her anymore. She probably barked her head off the whole time, now she only barks whenever something is happening that she thinks is important for us to know about. OK, her concept of what we need to know about includes falling palm fronds, but she is also the first to tell us when someone is at our gate. Isolated chained dogs will bark non stop for hours on end, dogs which are treated like sentient beings and properly trained to take direction from their people usually will not. The sad reality of Hawaii is many people here use dogs as living fences, and the dogs respond to their living conditions by barking nonstop at all hours. Because this is so common I just don't see the police or Humane Society coming to your rescue. The police department doesn't even respond to criminal matters in a timely matter here, they just don't have the manpower to make a dog/neighbor conflict a high priority.
