The nominees to the Action Committee come before the Council today. It is all a year behind schedule.
Once the Action Committee gets seated then the implementation phase of the PCDP gets underway. We expect to see a repeat of the 59 amendments proposed last year again. It was interesting that an 89 page document (PCDP) had over 270 pages of amendments thrown at it. The powers that be do not appear to be pleased with anything resembling community planning or community empowerment.
Friends of Puna's Future (
www.fopf.org) formed a 28 member committee last winter to carefully study the proposed amendments. Most, but not all, were perceived to water down the PCDP. These were proposed by Chris Yuen (then Planning Director), Emily Naeole and J. Yoshimoto. These three consulted only with the largest landowner in the district - Shipman, Ltd. in trying to reshape the CDP to their liking. Shipmen Ltd. donated to the campaigns of Billy Kenoi, Emily Naeole and J. Yoshimoto.
Having worked extensively on the CDP myself as coordinator for the Land Use Working Group I tend so summarize the efforts at planning for Puna this way...
Prior to the PCDP the "plan" for Puna consisted of three words "Drive to Hilo". The 89 page PCDP was developed with participation of over 1,200 citizens and takes a different view focusing on local jobs and services and a desire to develop Village Centers instead of commercial sprawl along Hwy. 130.
There are some things in the CDP which do and will need amending. It is a living document and we all hope that more people will get involved as the issues descend into the neighborhoods.
The Plantation Era of top down leadership and planning is ending. But not without stress.
I will point out that the CoH did not launch the CDP process because they wanted to or thought it was a good idea. They were forced to by a consent decree from the Federal Government. The decree requires that CoH takes community input - it does not require that they listen to it. So it is a battle on the part of those who were promised that "this time your work will matter".
