National Park?

I saw an article in the Hawaii Tribune-Herald saying that Rep. Case was going to propose a national park stretching from Kapoho Point to Kahuko Point. http://www.hawaiitribune-herald.com/arti...ocal03.txt
Is that the Kapoho Point at the eastern end of lower Puna? If so, would the whole coast be bought up as a National Park. Would existing homes be "grandfathered"? Would new home building on the coast be prohibited? I suppose nobody knows the answers to these questions, but I thought they were worth asking.

No. This is referring to Kau which is the southern tip of the island and much of the coast is pristine and vacant of housing.
