A little over a century ago, Hilo was known for its' consistent surfbreak over the volcanic tongue known as Blondes Reef (named for the ship). The breakwater was added on top of Blonde reef, starting over a century ago, to allow for more consistent boat anchorage and harboring within the bay ( the piers were added much later)

Many people, residents & visitors alike, do not realize that the breakwater is not that deep, most of it is less than 10' below water, is fairly porous, and was not installed for tsunamis (after each the breakwater has needed repairs)
