Small Cabin First...Bigger House Later

Will someone go over the scenerio of building the small cabin first then building the house later?

Do they just need to be connected, like with a covered breezeway to be considered one structure?

nancy not sure what you are after here. are you talking permited? do you mean a ohana unit? that would depend on the zoning, with no kitchen. if big enough lot you can do a legal "farm building" and then do a house later. if you are talking one structure, you know the routine, the entire foundation gets signed off, then the electrical etc. are you talking a permited legal cabin and then later get a remodel permit? it is a bit unclear and i think that is why you arent getting response.

A friend of mine did something like this in Leilani a few years ago. He submitted his house plan, and at the same time submitted a plan for a 12X16 tool shed. He built the shed first & put in the catchment. The kitchen was outdoors under a tarp across the back of the shed, there was a composting toilet. He lived there for about 18 months while he built his house, then removed the kitchen area before his final inspection.

I think I might see what your question is pertaining to.
If you’re trying to get everything into a future single structure status the rule of thumb is foundation merging. As in connect all the foundations even if only by a concrete sub grade raft beam/drag strut.

I would research an approach like this. Submit a phase 1 plan with a tentative phase 2 outline included, applying only for a permit on the 1st phase that will eventually gain the occupancy status (final) so you can live in the first building. Later when completed with phase 1- submit your phase 2 in full format outlining the existing and completed phase 1. This method will ensure your septic, etc will be acceptable for your future add on, etc.

Edit to add- You might be able to get a permit that includes both phases allowing occupancy on phase 1 before phase 2 is started. That way you're locked into the existing present codes and not subject to future changes in the code.

What size is the small cabin planned to be?
As long as the small cabin is less than 50' from the main house, when you build the main house it can have a change of use from a studio to a bedroom and take the kitchen out.

There are many ways to accomplish this - no breezeway needed these days.

I've not read every aspect of the building codes here. Do they happen to have something similar to MIL units here in the code? Allowing a full second kitchen/living quarter in one house? Perhaps they have it under a staff quarters section or something of that nature?
MIL's are fairly common on the mainland as well in some areas - staff quarters.

How exactly does the county define "kitchen" when it says one has to "take the kitchen out"?

Not trying to hijack Nancy's thread... I am interested in this post as well. My issue in relation to Nancy's question is how to legally build a small livable building on our property to eliminate the house rental or hotel expense when we are on island. I would like to be able to put in catchment and cesspool and tie it in to that structure. I think I can do without electricity for a week or so at a time. It would be nice to be able to tie that small structure into a larger house when we are able to build.

Nancy, I am most interested in hearing your thoughts too (since it is your thread! sorry).
