Does anyone know the owners of the dogs that are always on the road between mile markers 17 and 18? They're always just on the edge of the road or on the road. One of these days, one of them is going to get hit, or they will cause an accident when a driver swerves to avoid hitting them. One started to chase my van last week.
Get a fence, or at least an invisible fence!
Hope that dog hater guy doesn't commute this way.

Are they a bigger dog and a smaller one?

Last year, I had to take one of them to the humane society after someone hit one, broke it's back and left it lying and suffering in the middle of the road while people drove past it. Many of those dogs, but not the three white ones, belong to a house on the right side of the hill as you are going up. The driveway goes up diagonally to the road and is the next driveway below where the white dogs always lie. I went in there to find the owner after the dog had been hit and was confronted with a snarling pack of about 10 other dogs, all roaming freely. Clearly this pack is not well cared for or valued.
