pahoa village residential construction authority?

Who/how is residential construction controlled in Pahoa village?  Is there anything more that just the county building permit?   ie HOA or "city" authority something or other on residential construction?

No incorporated cities or towns other than Honolulu. Some subdivisions have CC&Rs enforced by an HOA. County "design guidelines" might apply to property on the main drag -- not sure if these were actually ratified for Pahoa.

There might be some 'historical preservation' rules involved if it a built property that's old enough, but I don't see that enforced often.
