"There are some earnest, well-meaning people in HPP who think that continuing to play the game of elections, committees, and meetings will somehow magically make things work. Sadly, I think some of them may actually enjoy the whole chaotic process of constantly participating in a system that will never go anywhere."

This, too is my conclusion. Until we have at least 5 board members (quorum) who comprehend how to run a corporation and believe in following law, we will continue with this dysfunction.
Not only do we need an experienced board, we need good employees and or a professional management service. The irony of bringing in professionals to be interviewed and directed by the "just volunteers" mentality. Oh well.
