If Ruderman introduced a composting toilet bill that was signed into law ,then what is this that is going through the legislature right now ?

Oops,after a little more research I found that the bill last year just authorized the counties to allow it.I guess the counties didn't act on it so the bill this year would make it mandatory.

And Ruderman was 1 of many.

As with almost any bill that isn't BR. Bills have many introducers as they are usually condensed from multiple bills of similar intent. It would be a bit cumbersome to have half a dozen bills or more being considered that essentially do the same thing, right? All caps indicate the primary introducers. Lower case are the co-sponsors.
