Subject shot and killed himself. Condolences to the family. Considering that he did the armed standoff thing before, perhaps this thread should refer back to the one about poor medical care on the Big Island. JMO

"On Oct. 23, 2015, officers went to the Kamanu Street home to serve Cummings with a protective order. Court records indicate the petitioner for the temporary restraining order is a woman listed on the county’s property tax website as the home’s owner. According to a police statement, Cummings refused to leave the premises and instead allegedly poured a flammable liquid in the house and threatened to ignite it.

No one else was in the house at the time. Police evacuated nearby homes and the SRT responded to negotiate with Cummings, who surrendered without incident.

Cummings pleaded guilty to first-degree reckless endangering, a Class C felony. He was sentenced Feb. 4, 2016, to a year in jail and four years probation.

On Dec. 6, 2017, Cummings was sentenced to 15 days in jail for violating his probation and was released Dec. 19, according to records — less than a month before the fatal standoff occurred. He appeared in court Dec. 21 for allegedly failing a drug test, but denied he had used drugs. A hearing was set for Jan. 4.

When Cummings missed his court date, Circuit Judge Henry Nakamoto issued a bench warrant for his arrest and set his bail at $20,000. That warrant was pending when Cummings took his own life.

Court records indicate Cummings previously was convicted in Family Court for harassment and contempt of court and a number of TRO petitions were filed against him throughout the years."

I'm sure there's some truth to your sarcastic comment with HPD as it is with most every Dept. Unfortunately it is unrealistic for police to provide the training and professionalism most people expect now days due to the prohibitive cost of the extensive training that would be required. It really would cost a bunch. You the tax payer wouldn't be willing to pay for it. The basic academy programs now days spend the majority of their training time on liability, cultural sensitivity and etc. type issues. Relatively little time is spent on actual tactics. And yes, many officers don't have much more than an A.A. at best. You basically have your average citizens out there with guns and badges trying to do their best with really not much training. Most really are trying their best. You just hope those that have been at it long enough to have gained experience will show up on the hotter calls, and hope they don't quit or retire too soon to pass on their knowledge to the rookies.
It's an imperfect system but it's reality. What you see on TV shows isn't real life.

Sorry for the rant.

Even with the limited police training that you describe it still sounds like an improvement over the alternative, some guy in the neighborhood, not part of a regulated militia, probably even less trained than the police, going vigilante:
