From the first link in the OP:

“We’re hoping and we believe there will be pigs and chickens and sheep and goats and every kind of ag that there is,” he said.

Sheep, or more likely roosters?
Two pigs out back behind the house, or 100 roosters?

"If on the forty-sixth day a project is not disapproved, it shall be deemed approved by the legislative body;"

Too bad that language isn't in the building permit code.

Is forty five days sufficient for the council to hold the minimum hearings and votes???
Assume the best and ask questions.

But that was before Hawaii became a state. Ignoring their own laws is one thing, I suspect that ignoring federal law is quite another.

Waiki`i well 1 `82 & 2 `88 supplies water to the Waiki`i Ranch subdivision.
Cannot image how some would suggest that water lines extend from one of the deepest water wells (& most expensive per unit) down to supply any of the Waikaloa, Kohala or N Kona developments without mis-informing. for Wikaloa alone, Waikaloa well DW-4 `73, along with DW1,5 & 7 AND MLR1 AND deepwells 1,2,3 &4 are in place....& started over a decade BEFORE Waiki`i Well 1...
