Don't be so sure that the individual sirens would work; according to a May 2007 article in WHT, about a quarter of the island's 68 sirens failed during previous monthly tests. The worst month was in February 2007 when more than 40 percent of the sirens failed to sound.
Hopefully Civil Defense has improved the network since then.

The siren test is on the first work day of the month. We have on very close, @ Makuu x 6th HPP.
It has a PV solar collector for electricity.

I believe it was Odysseus who had his men tie him to the mast so he wouldn't respond to the sounds of the civil defense test.

The repeaters used to communicate inter-island all have generators or battery backup. if the power goes out some of us will still be talking. I have a ham radio, and talk to people on other islands from time to time.
