So what I'm getting here is that these new laws (if passed)...will "officially" set the road speeds in HPP...and possibily help HPP officials with lawsuits regarding dust in the subdivision...but as long as the roads continue to remain private....speeding tickets will continue to not be issued because they won't hold up in court.

Spending the public's tax dollars to amend laws that nobody will enforce?

In 1988, The State of Hawaii passed a law allowing police enforcement of traffic laws on roads in private subdivisions WHICH WERE IN PUBLIC USE. Not sure why roads in Hawaiian Paradise Park Subdivision were somehow not listed in Chapter 24, Article II, Division 1, Section 24-300 of the Hawaii County Code relating to speed limits ??? But they were not.
The bills 82, 83, 84 will amend to include HPPOA .
In Attempting to mitigate the dust problem caused by speeding.....it was discovered that the Association posted speed limit meant NOTHING
because the speed limit was not legally recognized.
SPEED IS a BIG cause of our fugitive dust violation. The Association is attempting to show the CAB that it is attempting to mitigate the dust . The association needs to SLOW the vehicles down to SLOW the creation of dust.
Geez......I ride a bike......I walk......I attempt to maneuver these roads safely in my vehicle...I SEE THE DUST....what's so sinister about establishing legally recognized speed limits?
