Indeed. If this type of financial management is the best a person can do, then the financial responsibilities of being a Council member are beyond their competency. If the non-reporting was intentional, that is corruption.
My own observations of the Campaign Spending Commission, having twice been a candidate: they strive to be very, very helpful in answering questions and providing information; and they will not hesitate to enforce the rules, for any candidate anytime.
