the Orchidland General Store is (retroactively) in a designated "Village Commercial" area
If they named the lane from Orchidland Drive to the hardware store "Main Street," and put up a quaint road sign the effect would be complete.

Isn't that road "privately owned"?
In any case ... if they acknowledged the "Village Commercial" status, people would try to actually build more "Commercial", like that ghost town behind the mailboxes.

Like the rest of the roads in Orchidland?
Guess we have to wait until after the HPP Park sets precedent on "private access to County-designated land use". Then, Orchidland will be free to apply for permission to rename their private road. Because, you know, the PCDP is effectively more rules (for everyone).

It also doesn't work in small-lot subdivisions that were intentionally platted with larger lots intended for "neighborhood commercial" uses -- either the developers aren't interested (because there's no money in it) or the County won't zone for it (because it might take money from Hilo).
What the people might have wanted is irrelevant.
