From a FB group:

FYI! Per Hawaii District Engineer Don Smith who spoke at tonight's Eileen O Hara's Townhall meeting, the following improvements were proposed for funding from the TIGER Fund (Federal):

1. 29th Ave HPP - convert to be one way east bound; restrict southbound left turn access from Keaau-Pahoa Rd.
2. Pohaku Place - Restrict access at Pohaku Place to be right-in, right-out.
3. 30th Ave HPP - REstrict access to be right -in, right-out.
4. Kaloli Drive - Convert intersection of Kaloli and Keaau-Pahoa Rd. to be a 3-way roundabout w/ pedestrian crossing; add far-sided northbound and southbound bus pullouts on Keaau-Pahoa Rd.
5. Pohaku Circle - Restrict access to be right-in, right-out.
6. Paradise Drive - Designate left turns from west bound Paradise Dr. to Southbound Keaau-Pahoa Rd.
7. Orchidland Dr. - Convert the intersection at Keaau-Pahoa Rd. to be a 3-way roundabout w/ pedestrian crossings; add far-sided northbound and southbound bus pullouts on Keaau-Pahoa Rd.
8. Aulii Street - Restrict access to be right-in and right-out.
9. Ilima Street - REstrict access to be right-in and right-out.
10. Makuu Drive - Convert the intersection at Keaau-Pahoa Rd. to be a 3-way roundabout with pedestrian crossings; add far-sided northbound and south-bound bus pullouts on KEaau-Pahoa Rd.
11. Ainaloa Blvd - Convert the intersection at Keaau-Pahoa Rd. to be a 3-way roundabout w/ pedestrian crossings; add far-sided northbound and southbound bus pullouts on Keaau-Pahoa Rd.
12. Provide a continuous-multi-use shoulder that can accommodate pedestrians and bicyclists.

(As far as I can ascertain, this is info that was put into the grant application, the grants themselves have not been awarded yet)... so this information is inspirational.

Not sure if related, but surveyors have been out at the Kaloli and Orchidland intersections of 130 over the past couple days. From the plans, DoT seems to have caught round-about fever (thankfully DoH isn't around Puna much to treat them), but the method to their madness seems to be working!
