Bill Kucharski, county Environmental Management director, said his department is hiring AECOM to conduct the site review that would be used for a new environmental assessment.

How is it that we're paying $320M/year to staff the County, yet always have to bring in "experts" for "reviews" and "studies"?

NIMBY, County lack of knowledge and skills and incompetence and corruption.
Just dump the stuff on the side of the road, since nobody seems to
have or want the facilities we need for an increasingly populated island in the
middle of the Pacific.
Just remember- keep it country, and the land is (in certain circumstances) sacred as long you are not a well connected developer.

We're talking green waste, right? It has always seemed weird to send compostable material away so I don't.
