Suggestions for County Council re: Puna

Curious, are teachers included in as county employees? What about police officers? Both seem to be in very short supply on the BI.

If the population drops, we may not need to hire any more of them either?

Teachers mostly work for the State (HDOE); there's a perpetual shortage, especially in Kona. I don't want to get into the reasons why there's a shortage of police, but one reason is they have a hard time recruiting people who can make it through the rigors of the academy.

I would imagine it would have to be a significant population drop to level out the ratio of police officers and teachers to residents and students. What is the expected population drop do to this eruption? How many people have been displaced from lower Puna. Wonder how many of them will remain and how many will leave for good.
