That is not quite what the NRTL`s do. They are an independent testing that does not list "items" nor does it approve products. They actually are listing the mfg. process to make a tested product. Changes in manufacturing process, or if an individual production item has a deficit that would not allow it to pass the test are not a part of the certification nor listing (approval would encompass things that are out of the independent testing laboratory controls)
