The only thing discussed here and in the links suggested some generic kits may contain smoking devices.  They didn't describe those authorized by the program.  
And bottom line, Puna will not have government issued crack pipes.  Which is the opposite of the subject line for this thread.

Im sorry, I misquoted the article. it actually says. I would say Puna is pretty underserved.
