Pahoa Bypass speed change

I followed someone from Pahoa to past the Keaau bypass recenty - 45 mph or lower the whole way. There was not a lot of traffic but enough to know I would not be passing them in the opposite lane. Then they changed lanes on Volcano Hwy heading to Hilo - all the way over to fast lane and went 45. (at that point I was able to safely pass them in the RH lane - although isnt that a tix?)

Right past Paradise Dr they had dropped to 35 mph???

Looking behind me I saw almost 15-20 cars stacking up. Looked like Indy getting ready to cross starting line in my rear view mirror.

Safety is always the first issue. This did not seem safe.

If the speed limit is dropped to 45 through the entire area, the result will be increased traffic - not in numbers of vehicles, but in the perception of increased traffic. A road can carry more vehicles per hour at 55 than it can at 45, even though spacing between vehicles increases. It will make it even more difficult to pull out from the various subdivisions.

Is there some evidence of plans to lower the speed limit to 45 mph the whole way into Keaau? I did not hear anything like that...did I miss something?[?]
