I agree with you on all points even your second post, especially because of the issue with housing and barracks, and the fact that they may make people declare their orientation before they enter the service. That's why when I say in one of the scenarios I presented; If there is one gay man living in a berthing area and everyone knows who it is, that may lead to problems and more tension among the troops. With the end result being lower retention, morale and recruitment rates.
