Here's yet another paradox/conundrum about subdivision "private" roads. There have been several occasions where for various reasons (often security concerns) gating sections or even the entirety of HPP has been suggested. Problem is that once a subdivision, even a substandard "private" one, allows unfettered access for a certain period of time, Hawaii law does not allow for restricting access. This is particularly true if shoreline access or Native gathering rights are involved. So our privately maintained roads have in effect become public. FWIW, I do not personally support gating HPP or any part of it.

Back on topic, I sent in the survey with all the paving options checked "NO" along with a note describing how badly I think the whole dust issue has been handled.
