@Kapohocat: It would take an act of the legislature and possibly a state constitutional amendment to split the COH. Ain't gonna happen because the next step would be for the more prosperous sections of Oahu to break away.

Creating a second county here.
One route could be as follows.
A local initiative could be established with a required number of signatures within the said districts wishing to establish themselves as a second separate County. The initiative would perhaps call for a special public vote within the said districts to determine if there is a majority desire for the new Counties creation. It might also contain an additional set of outlines for further legislative consideration after such a vote was tabulated.
Then there's the lobbying aspect too. Another aspect is to get local business aboard, etc. In other words lot's of leg work and convincing would need to occur. I think it could be accomplished, if properly approached in an organized manner.

No voter referendum process exists in Hawaii; one would have to be created first.

Also let's not forget what's occurring around the nation on a higher level at this time. Several areas within current States are working to establish new States. Northern California and Southern Oregon are working on merging together to create a proposed State called Jefferson state. There are several other areas within other States also working towards new States. So the notion of establishing a second county here on the Big Island is rather benign comparatively.

That's really screwed up. Well obviously you are correct then. I would say, that would be the first course of action. A new initiative to establish voter referendums at district, county and State levels. That's a must. In order for Article 1 section 1 of the Hawaii Constitution to have any merit the voter referendums need to be in place.
