It's true. Enabling legislation would be required, and it would be very hard to get past the Oahu legislators who fear Kapolei or Ewa Beach splitting off from Honolulu. I seem to recall seeing here on Punaweb a few years ago about Hanohano introducing such a bill. It went nowhere fast IIRC.
