If County were to take over any road district in Puna, it would result in changing the zoning from Ag to Residential, claiming eminent domain to make the road easements wide enough, condemn non conforming houses and raise taxes through the roof for all the "improvements". Then you can kiss rural Puna goodbye, welcome to the "burbs" just like Anaheim, Burbank, Pasadena, etc.( once Ag land around L.A.).

I guess anything is possible. Change from Ag to Residential? Would this mean I can subdivide my 3 acre Ag lot into 12 Residential lots, make a killing and move to greener pastures? Why would the County do this for me? They rarely do anything for Puna that they are not required to do. If they are required to take over our roads (by court action) then they will do that, but why would they take a single step beyond that?

Because nothing is free. Even from the gummit. No change in being able to subdivide without existing owner added "infrastructure", just a re-zoning on existing lots to pay for the roadwork and streetlights, as they only do what will make them money, not the individual. To chop an existing spaghetti lot into little lots, along with the access minimums (road to all the lots to County standard) and associated "infrastructure" required would not leave much profit, especially if it is zoned residential single family ( no condos or apartments).

Went 11 as it was still pitch black at the time. Forgot that point. 40th is well paved from Ola'a, but I couldn't help thinking from Pohaku junction, it would only be about a mile. How bad could it be? And yes, I have super low clearance. Now, I'm curious and will try in truck during day.
Is there anything, besides Joy SanBeneventura's survey, to make people think the county will take over? I had to laugh as her question: Do you want the county to take your HOA fees and maintain roads? (Uh, no-- public roads, public pays, Reduce HOA fees).
