Low income does not mean the person cannot buy a house. They could have great credit, move to a cheap area, and take out cash advances at zero percent on credit cards for instance. Rent is covering the costs of the landlord, so lower property taxes probably indirectly contribute to lower rents as well. The low income person could also buy a cheap mobile home that is also subject to property taxes.
