No they are not dog friendly.

HCC Section 4-29. Leash required for public places.

No person shall bring or permit any dog in any County park, public school ground, or airport unless it is
held under control by a suitable leash, not more than six feet long; provided, however, that dogs even under
control by a suitable leash shall not be allowed in any County beach park
. These restrictions shall not apply to
dogs utilized by police for patrol or other police purposes.

Wow. Does that mean you can't walk your dog in HPP between Paradise and Makuu on Beach Rd? Isn't that a county park?

Not all beach parks are County, nor are many of the roads.

I miss transparent regulation and equitable enforcement.

The best that is absolutely LEASHED dog friendly is the Kalokp-Honokahau National Historic Park above the harbor on the Kona side.... Since our dog has to be leashed or fenced (she's deaf) the leash regulation is not a problem for us.

There are beaches that are great, and some that for very obvious reason should not have dogs, leashed or not (things like the beach is a children play area, sea turtle or monk seal haul out area - those type things...)

However, even at the most obvious no-dog-allowed beach w/lifeguards, with a monk seal and pup & the marine mammal observers stationed near by, have seen the clueless allow their unleashed dog(s) to "play" with the seals....

So I can see WHY the regulations are more across the board... the clueless here are sooo prevalent!

Well, I could just imagine the first dog friendly beach someone die's because of a bad dog owner. So, around here I'm kind of happy we don't have any dog friendly beaches. For some reason people that had their 10 pitbulls tied up on a 3 foot chain or caged up will come with them to let em loose on the public. That will be the end of that, sadly...

I was at UH on a no school day ... This lady had a big dog and was throwing the ball to it in one of the grassy areas. It seemed like the dog was really happy... I started talking with her (she seemed friendly) and then I tried to pet her dog and she immediately said "NO!" and the dog growled. For a second I was thinking that dog was gonna take off my hand. After that I was thinking to myself ... That dog doesn't even belong out in public let alone off a leash. Thinking what if a child or someone else not so good with listening tried to pet her dog? I left soon after that but after thinking about it, I would have told her to get it on a leash and stay out of the public with that dog if I saw her again. You can't argue with stupid.

UH Hilo has a leash requirement for all dogs. There are no dog friendly beaches in Puna that I am aware of. That doesn't mean I haven't seen them at Kaimu and Kehena several times. But making your dog go down the Kehena 'trail' or walking across the lava at Kaimu is pretty lame IMO.

Plenty and beaches are not words that usually go together on the Big Island. Because we are such a "new" island geologically speaking, beaches with actual sand are few and far between. As a friend of mine said: Beach is where water meets land on the Big Island. That scarcity is part of why there is so much conflict between different types of beach users here.
