In the state of Hawaii noise regulations (with a potential fine of $11K per violation) are in effect:
before 7am and after 6pm M-F
before 9am and after 6pm Saturday
All day Sunday
Just last week we had 3 over flights before 7 am. The helicopter companies claim they do not fly before 8 am.
We are encouraged that we might get help from the State of Hawaii Environmental Health Services Division ( they deal with environmental noise abatement);

They also have a petition before them from a person that lives in Kalapana
This dept is soliciting e-mails from people who suffer health effects from this situation. If you suffer, Please write an e-mail to;

To Whom It May Concern:
I wish to lodge a formal complaint with the Hawaii Department of Health's Indoor and Radiological Health Branch due to excessive noise from helicopter over flights.
As the Transportation Research Record 1475 (Analysis of Rural Community Perceptions of Helicopter Noise) notes, 4 flights per day is the threshold of tolerance for residents of the Big Island. In many cases here, there are 4 over flights within 5 minutes, and many, many more in a single day.
If there is low cloud cover, flights continue at a lower elevation which only intensifies the noise. Helicopters can be heard throughout my home at all hours of the day with no ability to escape. My backyard has been rendered unusable because the tranquility is stolen from me daily.
There is no reprieve from the constant bombardment of rotor noise. I ask that the Hawaii Department of Health investigate helicopter tour noise emissions ( helicopters use leaded fuel ) and advise what can be done so I can get my health back and find serenity once again within my home.
